Micheal ?Mike? Walker was sworn in this month as the newest city council member filling Place 3 left empty when Brian Johnson was elected as Mayor in May. Walker recently retired as KISD Board President. The City Council members are now Mayor Brian Johnson (2014-16), Place 1 Charles Overstreet (2013-15), Place 2 Liz Carrington (2014-16), Place 3 Mike Walker (2013-15), Place 4 Mayor Pro?Tem Kelley Turner (2014-16) and Place 5 Frank Fernandez (2013-14).
The Kennedale City Council took the following additional actions. {{more}}
- Approved the 2014 Board and Commission appointment process and calendar on a motion made by Charles Overstreet, seconded by Frank Fernandez and passed unanimously. The process will begin with the online application process starting August 8 with applications due September 12 and interviews the week of September 23 and official appointments by October 9.
- Authorized the City Manager to execute a Chapter 380 agreement for 1298 W Kennedale Parkway on a motion by Kelly Turner, seconded by Charles Overstreet and passed unanimously. A Chapter 380 agreement involves the possible offer of a financial or other incentive to a business project with whom the city is conducting economic development negotiations.
- Appointed Kelly Turner to serve on the Kennedale TownCenter Development District Board on motion by Charles Overstreet, seconded by Frank Fernandez and passed with no opposition.
- Approved Ordinance 549 as presented, granting the requested right-of-way abandonment as recommended by the Planning & Zoning Commission and to require the applicant (Sidney DaSilva) to pay the City of Kennedale the fair market value for the right-of-way in the amount of $2,594.18. Motion made Kelly Turner, seconded By Frank Fernandez and passed unanimously.
- Approved Ordinance 550, amending the city’s schedule of administrative fees as presented on a motion made by Frank Fernandez, seconded by Kelly Turner and passed unanimously. This update amended the schedule of fees to include new pavilion rental rates as already approved by Council, new library rates to match those of other libraries in our consortium, and a few updates to utility billing to match language with Global Water, Inc.
- Approved 2014 trash utility rates for Progressive Waste Solutions as presented on motion by Kelly Turner, seconded by Charles Overstreet and passed unanimously. This followed a presentation by Norm Bulaich from Progressive Waste Solutions who noted that this year?s increase equated to $0.11 per month, or an increase of approximately 1.2%. This amount is based on the Consumer Price Index as published by the US Bureau of Labor. This rate increase is for both commercial and residential accounts, and would become effective on July 1, 2014.
- Approved Ordinance 551, with amendments allowing 3 of the 9 places of the Keep Kennedale Beautiful Commission to serve without a residency requirement on motion by Charles Overstreet, a second By Kelly Turner and passed unanimously . Amendment was made after the Council discussed the need for additional board members, and asked Michael Chandler, the current chair of the Keep Kennedale Beautiful Commission, if eliminating all residency requirements for 3 of the 9 seats would enhance membership more than only allowing for those 3 to be from within the Kennedale Independent School District limits.
