This is Kennedale’s second consecutive honor …
 
The TPCA Recognized program was established by Texas Police Chief?s Association in 2006. It is a voluntary program which police departments commit to documenting and monitoring of their activities, procedures, facilities and operations to see if they meet the 164 Texas Law Enforcement Best Practices. Since the program’s inception in 2006, more than fifty agencies, including the Kennedale Police

Department, have been recognized.

 
It is not easy or simple …

It requires an internal review of the total operations with detailed documentation, an external review of that documentation and an onsite evaluation by an outside team of assessors. Once awarded, it requires constant internal reviews and monitoring and annual reports on compliance to those best practice standards.
 
Recognized status is awarded for a four-year period. This is Kennedale second recognition and Kennedale had to repeat the process that it undertook five years ago to earn the first recognition.
 
To be a recognized department was and is a continuing goal of Kennedale Police Chief Tommy Williams who was hired in 2006.

Tommy Williams began his career as a reserve police officer in the city of Richland Hills, Texas in September 1978. He served with the Keller Police Department for 26 years, retiring as a lieutenant/assistant chief in May 2006. In June 2006 he became chief of the Kennedale Police Department. September of this year will mark Chief Williams? 38th year in law enforcement. Chief Williams holds an AAS in Criminal Justice from Tarrant County College and a Bachelor of Business Management from LeTourneau University, where he graduated Summa Cum Laude. He is a graduate of the first class of the Bill Blackwood Command College.
