Business grinds to a halt Friday night …
The Kennedale City Council met in regular session met Friday, January 12 at Kennedale Council Chamber. Since the regular meeting date which is normally set for the third Monday of the month would have fallen on a city holiday, the meeting was moved to the Friday evening date. {{more: continue …}}
All council members were in attendance.
The agenda included five items for action with four of those considered controversial.
The first action item was to approve the consent agenda which was consisted of the minutes for the December 18 meeting.? This was approved without objection.?
The next four items as listed under “Decision Items” were in the following order:?
A. Certification by
City Secretary of Citizens Petitions for recall under Article XI of the City
Charter; and Consideration and/or action regarding Citizens Petitions for
recall under Article XI of the City Charter? ?Staff Report
B. Consider
approval of Resolution 516, calling a Special Election for May 5, 2018,
pursuant to Article XI of the City Charter.? ? ??Staff Report
C. Determination of
violation of express prohibition of City Charter/Forfeiture of Office for
Council member Sandra Lee, pursuant to Section 3.06 of the City Charter? ??Staff Report
D. Determination of
Excused Absences/Forfeiture of Office for Council member Liz Carrington,
pursuant to Section 3.06 of the City Charter??Staff Report
However, before the council could consider these items, Council Member Rocky Gilley requested that the order of the agenda be changed to be in the chronological order that they occurred. Specifically, he was requesting that item D be moved to the top and considered first of the four items listed.?
The City Attorney advised essentially that while the council had the right to change the agenda, the procedures for making such a change needed to be established by the council beforehand.
Councilmember Gilley then made a motion that the meeting be adjourned. The motion was made, seconded and then approved on a 3-2 vote.?Voting for the adjournment was Council Members Jan Joplin, Sandra Lee and Rocky Gilley. Voting against the motion were Council Members Liz Carrington and Kelly Turner.?The meeting was adjourned by Mayor Brian Johnson without further comment.
