Rocking H Ranch and others allowed limited non-profit events by Council action

After a review of current city ordinances by city staff, the Kennedale City Council this month approved changes to the existing city code, that would allow, on a limited basis, certain “special functions” at qualifying single family residences. {{more}}
 
Late last year, the annual Rocking H Toy Drive event was stopped because it did not fit within the existing city ordinance for such a large event at a single family residence.
 
Currently, small family gatherings at a single family residence are allowed on a limited basis that include wedding/anniversary receptions, graduation/birthday parties, and benefits. Under recent changes approved by the Council under Ordinance #562 ?special functions? will be allowed in the future upon approval by a special exception by the Board of Adjustments.
 
These special exceptions are for a single family residence on two or more acres and are limited to events by non-profit organizations or events where the total proceeds benefit a non-profit. There can be no more than six such events per year.
 
A complete plan for the event must be presented before hand for City approval that includes proposed number of people attending, screening for neighboring homes, traffic flow and parking, security, noise level limits, times and sanitation plans among other requirements.
 
No event may last beyond midnight with two hours allowed for take down afterwards. Two notices of planned event must be sent to the neighboring property owners prior to the event that meet a specific timetable outlined in the ordinance.
 
It is not known yet whether Rocking H Ranch will have the annual toy event this year which had been held for 17 years prior to last year.
